Hello,
before welding a connector and burn something I wanted to know if I can use the ICSP on J1 to program the PIC24 via PicSkart 2/3.
I think it is connected in accordance to standard or not?

Yes, absolutely - the R2 boards will happily work with say a PicKit 3 and MPLAB. Pin 1 is marked with a square..
